A Winnipeg family is reeling after learning the man charged in a deadly hit and run was out on bail on charges of fleeing the scene of another accident in the spring.

Melissa Ranville, 19, was walking in the 500 block of Sheppard Street in Winnipeg late Friday when she was hit by a car and killed.

On Thursday, police announced the arrest of a man in the case.

CTV News has learned the man was already facing charges for another accident in May, when he was charged with impaired driving, refusing a breathalyzer and fleeing the scene of an accident.

After the accident in May, the man was out on bail.

Earlier this month, he was arrested for breaching two bail conditions. However, the man was released with the Crown's consent 11 days before Ranville died.

Ranville's family is angry, saying the young woman would still be alive if the man had been kept in custody.

"I'm pissed. Honest to God, I'm really mad," Ranville's father, John Delorme, told CTV News.

Janet Delorme, Ranville's mother added:

"If they would've kept him in there where he belongs this would've never happened. Our daughter would've been out, out, having fun with her friends right now."

Roop Singh Dhaliwal, 34, was charged with failing to remain at the scene of an accident causing death, driving while disqualified and two counts of failing to comply with conditions of a recognizance.

Dhaliwal is scheduled to appear in court on Friday.

A funeral for Ranville is planned for Friday.
